CAL - Windows Server access licenses (CALs) are needed for the access to the Windows Server. Either for user (User CAL) or for devices CAL (Device CAL).

RDS - RDS CAL are licenses for the access of terminal Server. They are licensed by user (RDS User CAL) or device (RDS Device CAL).
